DOJ Lists New York City, Portland, Seattle ‘Jurisdictions’ Permitting Anarchy, Violence, Destruction of American Cities

The Department of Justice (DOJ) has announced a list of cities or “jurisdictions” in response to a Presidential Memorandum to review federal funding for cities where ongoing violent protests and riots have destroyed property and even resulted in deaths.

The DOJ said on Monday that Seattle, Portland, and New York City are on the list for review after President Donald Trump said cities that are permitting “anarchy, violence and destruction of American cities,” should not receive federal funding.

The memorandum said, in part:

It is the policy and purpose of the United States Government to protect the lives and property of all people in the United States from unlawful acts of violence and destruction. Without law and order, democracy cannot function. Americans cannot exercise their rights, including their rights to peaceful expression, assembly, and protest. Property is destroyed, and innocent citizens are injured or killed.

Unfortunately, anarchy has recently beset some of our States and cities. For the past few months, several State and local governments have contributed to the violence and destruction in their jurisdictions by failing to enforce the law, disempowering and significantly defunding their police departments, and refusing to accept offers of Federal law enforcement assistance. As a result of these State and local government policies, persistent and outrageous acts of violence and destruction have continued unabated in many of America’s cities, such as Portland, Seattle, and New York.

Attorney General William Barr, said in the announcement:

When state and local leaders impede their own law enforcement officers and agencies from doing their jobs, it endangers innocent citizens who deserve to be protected, including those who are trying to peacefully assemble and protest. We cannot allow federal tax dollars to be wasted when the safety of the citizenry hangs in the balance. It is my hope that the cities identified by the Department of Justice today will reverse course and become serious about performing the basic function of government and start protecting their own citizens.

The New York Post reported on the DOJ move:

White House budget director Russ Vought is set to issue guidance to federal agencies on withdrawing funds from the cities in less than two weeks.

The list of cities eligible for defunding will be updated periodically, the feds have said.

It is not yet clear what funds are likely to be cut, but the amount of money siphoned from New York City could be massive, given the Big Apple gets about $7 billion in annual federal aid.

The DOJ announcement includes the criteria for jurisdictions to be on the list:

• Whether a jurisdiction forbids the police force from intervening to restore order amid widespread or sustained violence or destruction.
• Whether a jurisdiction has withdrawn law enforcement protection from a geographical area or structure that law enforcement officers are lawfully entitled to access but have been officially prevented from accessing or permitted to access only in exceptional circumstances, except when law enforcement officers are briefly withheld as a tactical decision intended to resolve safely and expeditiously a specific and ongoing unlawful incident posing an imminent threat to the safety of individuals or law enforcement officers.
• Whether a jurisdiction disempowers or defunds police departments.
• Whether a jurisdiction unreasonably refuses to accept offers of law enforcement assistance from the Federal Government.
• Any other related factors the Attorney General deems appropriate.

The announcement than described how the three cities make the list:

New York City

• Shootings in New York City have been on the rise since looting and protests began on or about May 28, 2020. For July 2020, shootings increased from 88 to 244, an increase of 177% over July 2019. In August 2020, shootings increased from 91 to 242, a 166% increase over August 2019.
• While the city faced increased unrest, gun violence, and property damage, the New York City Council cut $1 billion from NYPD’s FY21 budget.
• The budget resulted in the cancellation of the new police recruiting class, cuts to overtime spending, and the transfer of certain police functions, including school safety, out of the NYPD.
• Meanwhile, the Manhattan and Brooklyn District Attorneys have declined to prosecute charges of disorderly conduct and unlawful assembly arising from the protests, and the District Attorneys in Queens and the Bronx have declined to prosecute other protest-related charges.
• Both Mayor de Blasio and Governor Cuomo have forcefully rejected federal law enforcement support.

Portland, Oregon

• This month, Portland marked 100 consecutive nights of protests marred by vandalism, chaos, and even killing.
• Those bent on violence regularly started fires, threw projectiles at law enforcement officers, and destroyed property. Numerous law enforcement officers, among others, suffered injury.
• Shootings increased by more than 140% in June and July 2020 compared to the same period last year.
• In the midst of this violence, the Portland City Council cut $15 million from the police bureau, eliminating 84 positions. Crucially, the cuts included the Gun Violence Reduction Team, which investigates shootings, and several positions from the police team that responds to emergency incidents.
• In August, Portland Mayor Wheeler sent a letter to President Trump expressly rejecting the Administration’s offer of federal law enforcement to stop the violent protests.

Seattle, Washington

• For nearly a month, starting in June, the City of Seattle permitted anarchists and activists to seize six square blocks of the city’s Capitol Hill neighborhood, naming their new enclave the “Capitol Hill Autonomous Zone” (CHAZ) and then the “Capitol Hill Occupied Protest” (CHOP).
• Law enforcement and fire fighters were precluded from entering the territory. The Seattle Police Department was ordered to abandon their precinct within the CHOP.
• Person-related crime in the CHOP increased 525% from the same period of time in the same area the year before, including by Mayor Durkan’s own count “two additional homicides, 6 additional robberies, and 16 additional aggravated assaults (to include 2 additional non-fatal shootings).”
• The CHOP was allowed to stand for nearly a month, during which time two teenagers were shot and killed in the zone.
• The Seattle City Council, Mayor Durkan, and Washington Governor Jay Inslee publicly rejected federal involvement in law enforcement activities within the city of Seattle.

77-year-old veteran in California attacked for wearing MAGA hat
He said he blames himself for the attack

A Florida man has been arrested for spitting on a bar patron for wearing a MAGA hat. The man allegedly said he accosted the patron because he supports law enforcement and Trump supporters are 'communist and racist.'

A 77-year-old military veteran was attacked in California for wearing a MAGA hat supporting President Trump and a Back the Blue mask with a blue line in support of police, according to a report.


The victim, who did not want to be identified, told KRCR-TV the attack came out of nowhere, surprising him, last Friday in broad daylight at the Red Bluff post office.



He said he was approached by a man and woman: "She looked at me and she goes, 'We just don't like people like you.' Just kind of got shocked a little bit and said, 'Well, that breaks my heart,' and no more sooner out of my mouth, I get hit on the left side of my head. "


He said then the man engaged further: "Then somehow he got me in a headlock and started pounding me on top of my head ... I got blood all over the place and I'm trying to figure, you know, where's my hat, where's my package?"


Red Bluff Police arrested 26-year-old Daniel Gomez-Martinez for battery and elder abuse.

The vet was hospitalized and said he still has headaches from the attack three days later.



He said he blames himself for the attack.

"I just feel kind of bad, seven years in the military, Vietnam veteran and 30 plus years in law enforcement and you're always taught situational awareness. And this guy came out of ... I never saw it coming."


"I was so shocked for the hate that people have, you know. I don't hate them. I never met them. I just can't believe they would do something like that."

• Leaked chat logs show that Pro-Trump activists have been organizing violence ahead of Portland protests, the Guardian reported.
  
  
• The activists are acquiring weapons and ammunition, and discussed attacking Portland's mayor, the logs show.
  
  
• One poster who urged activists to break local weapons laws wrote: "This won’t be a simple fist fight. People will get shot, stabbed and beat."

Right-wing activists have been planning to carry out violence at anti-racism protests in Portland, including at one this weekend, according to leaked chat logs reviewed by The Guardian.

Members of the pro-Trump group Patriot Coalition used the messaging app GroupMe to discuss how to acquire weapons to bring to the Black Lives Matter protests. The logs were leaked to The Guardian by the anti-fascist group Eugene Antifa.

Eugene Antifa has also posted some of the group chat logs on its website.

"I saw someone say bats, mace, and stun guns are illegal downtown. If you're going to play by the books tomorrow night, we already lost," Mark Melchi, a 41-year-old Dallas, Oregon man wrote ahead of an August 22 rally, according to the Guardian. "We are here to make a change, laws will be broken, people will get hurt… It's lawlessness downtown, and people need to be prepared for bad things."

Melchi leads a militia he calls Group 1776 2.0, which has attended protests in Portland. In the chat, he has mentioned violence that his group has participated in.

"My Group 1776 2.0. Has been fighting Antifa in Seattle, Portland, for months", Melchi said. "This won't be a simple fist fight. People will get shot, stabbed and beat."

Like many cities around the US, Portland has been a site of social unrest and anti-racism protests in the months since the police killing of George Floyd in May.

In recent weeks, clashes between Black Lives Matter activists and right-wing armed paramilitary groups based in the Pacific Northwest have been violent.

The chat logs reveal that some right-wing activists are becoming more extreme, as users discussed acts of violence, according to The Guardian. In addition to planning future conflicts and discussing past acts of violence, the chat log also contained tips on how to do the most damage when confronting left-wing activists.

In a discussion on freezing paintballs to make them more dangerous, one organizer, David Willis — who is being sued for his involvement in Cider Riot violence in Portland, suggested another method.

"They make glass breaker balls that are rubber coated metal. They also have pepper balls but they are about 3 dollars a ball," Willis wrote, according to The Guardian. "Don't freeze paintballs it makes them wildly inaccurate" [sic.]

'We must be ready to defend with lethal response'
Members of the group chat appeared to live in a fantasy world where they believed wildfires in California were set exclusively by Antifa activists, and discussed hunting them down in the wilderness and killing them, according to the Guardian report.

While there was no clear consistent political message for the members of the group chat, The Guardian reported that their shared allegiance was with the police and for President Donald Trump, who some said they were "prepared to kill for."

Some members, including Melchi, who claims to be a former military member, fantasized about murder.

"Yes, going after them at night is the solution… Like we do in other states, tactical ambushes at night while backing up the police are key," he wrote about the coordinated attacks, according to The Guardian. "You get the leaders and the violent ones and the police are happy to shut their mouths and cameras."

Despite being enthusiastic about the violence itself, Melchi recommended that members hide their identity to avoid murder charges later.

"We must be ready to defend with lethal response… Suggest wearing mask and nothing to identify you on Camera…to prevent any future prosecution," the Guardian reported him writing.

The group has also discussed violence against Portland Mayor Ted Wheeler, with one user writing: "Fuck wheeler… guess what soon as we are done with these punks. He's next freakin coward !!!!!!"

Another, responding to a report that an arsonist had been released on bail, wrote: "Maybe we need to start taking care of the justice ourselves!", adding, according to The Guardian, "Start with justice on our DA and then move on to the governor. Maybe by the time we get to the first judge, they will have changed their tunes."

When The Guardian reached out to Melchi, he first said that the chat logs could have been altered. Then he threatened the reporter.

"I suggest you don't threaten combat veterans sweetheart, might get a little uncomfortable for ya big guy!" The Guardian reported him saying.

Melchi didn't immediately respond to Insider's request for comment. David Willis could not be reached.

 

Shocking Video Shows Seattle Cop Rolling Bike Over Fallen Breonna Taylor Protester’s Head and Neck

The Seattle Police Department is investigating after a video showed one of its cops rolling a bike over the head and neck of a fallen protester at Wednesday night’s Breonna Taylor demonstrations.

Protests erupted in the city in response to officers in Louisville, Kentucky not being charged for fatally shooting the 26-year-old Black woman. The SPD confirmed in a statement that 13 people were arrested at the Seattle demonstrations and complained that multiple officers had been injured, including one who was struck in the head with a baseball bat.

However, the shocking video, which appears to show an SPD officer rolling his bicycle over the head of an already-injured man, has been widely condemned on social media. The anger led the department to comment, “The Seattle Police Department is aware of a video circulating on the internet that apparently shows an SPD bike officer’s bike rolling over the head of an individual laying in the street. This matter will be referred to the Office of Police Accountability for further investigation.”

The clip originated from a Facebook Live broadcast from C.J. Halliburton, who describes himself as an independent journalist; he recorded the unrest in Seattle throughout the night.

The key part of the video shows a line of cops advancing on protesters. One, who is not cycling but pushing his bike by its handlebars, appears to slowly walk toward the man who is flat on the ground. The cop rolls the bicycle over the man’s head, with the back wheel appearing to go over his neck.

The same officer then appears to bash a second protester with his bike. Two other officers then kneel down next to the fallen man before the scene becomes obscured by the line of advancing cops.

A second clip posted on Facebook by Joey Weiser shows the same scene from a different angle, with Weiser shouting, “This person is on the ground—he just ran over his head! He just ran over his head! Oh my God!”

The SPD statement didn’t identify the officer or the fallen man or make any statement about his condition after the incident.

 

The protester was blocking traffic, sirrah. He asked for it. He got it.

The protests often become black ghetto riots. They have gone on too long. Blacks have no legitimate complaints to protest about. Whites should protest about high rates of black crime and welfare dependency and affirmative action policies.

Minnesota Trump supporters awaken to find their garage on fire, ‘Biden 2020’ graffiti

A Minnesota man who hung a “Trump 2020” flag on his truck awoke early Wednesday to find his family’s garage and three vehicles in flames, local police said.


The fire destroyed a detached garage and three vehicles, according to the Brooklyn Center Police Department, but the house itself sustained only minor damage and the family escaped without injuries.

Police and firefighters said they rescued three dogs and four puppies from the burning garage.

The family’s Trump flag also burned, police said. Graffiti spray-painted on the smoldering garage included the phrases “Biden 2020”, “BLM” and an anarchist symbol.



Police said the fire is being investigated as an arson with help from the ATF and FBI.

Dennis Molla, who lives in the home, told local media he awoke to “a big bang” and went outside to find his garage on fire.


He said he saw three people running away – but rather than chase them, he went inside to get his 2-year-old and 5-month-old children out, WCCO reported.

Molla was recovering from the coronavirus and was on his final day of self-quarantine in the basement when the fire broke out, the Star Tribune reported. His wife and children were upstairs.




“I think things have gotten way out of control,” he told the outlet, explaining that he was born in Ukraine. He emigrated from the then-USSR with his family at the age of 4 in search of “a better future and life in America.”

“For them to see me express my beliefs as a Republican, it’s crazy to think it came down to this,” he told the paper.

Authorities are offering a reward of up to $5,000 for information on whoever is responsible for the fire.

Woman plows car into Trump supporters; NY Times omits key detail
NPR managed to figure out that the victims were Trump supporters, while the Times did not

The New York Times and NPR covered the same story on Sunday when a liberal activist was caught on video plowing a car through a group of Trump supporters, but the liberal newspaper omitted a key detail that NPR and other outlets managed to divulge.


Tatiana Turner was charged with attempted murder and assault with a deadly weapon after she allegedly tried to plow through a group of pro-Trump demonstrators.



“A prolonged confrontation between Black Lives Matter and pro-Trump demonstrators outside Los Angeles turned violent Saturday, as someone drove a car through the pro-Trump group. The driver has been charged with attempted murder and assault with a deadly weapon,” NPR’s Matthews Schwartz wrote. “Police say the driver in Saturday's incident was a member of the so-called ‘Caravan for Justice,’ which organized the Black Lives Matter protest.”


Over at the Gray Lady, the same story had a remarkably different framing.

“A woman was charged with attempted murder after the car she was driving struck two people during a demonstration for racial justice in California that clashed with a counterprotest on Saturday, the authorities said,” Times reporter Marie Fazio wrote without ever mentioning that Turner targeted Trump supporters.




After mentioning the victim did not suffer life-threatening injuries, The Times reported that “it was unclear whether they were part of the Caravan4Justice group or the counterprotest group because both groups had converged at the time.”

But NPR’s report featured video that showed the victims were clearly Trump supporters, as many were waving flags and wearing Trump merchandise.


The New York Daily News also reported what the Times failed to mention and featured the headline, “California driver plows through pro-Trump rally, charged with attempted murder.”



The Daily Mail also managed to figure out what side of the dueling protests the victims were on.

“A Black Lives Matter organizer has been arrested after video showed her driving a car into a crowd of Trump supporters in southern California, injuring two,” the Daily Mail reported.

 

Portland unrest sends police sergeant to hospital; officers doused in chemicals, 24 arrested
Demonstrations have continued in the city for more than 120 days

A Portland police sergeant was sent to the hospital and at least 24 people were arrested after demonstrators gathered outside the police union building late Monday and into early Tuesday.


Demonstrations, which have often devolved into riots, have continued in the city for more than 120 days.

This time, five police officers were also sprayed with chemical irritants by demonstrators who first engaged in an unlawful assembly late Monday in the Kenton Neighborhood before marching toward the Portland Police Association headquarters. The sergeant sent to the hospital was punched in the face.





The Portland Police Bureau released photos showing the gear demonstrators were wearing at the time of their arrest.

The Portland Police Bureau learned about an unpermitted march set to begin in Kenton Park around 8:45 p.m. Monday, and officers observed many people in the crowd carrying shields and wearing body armor and helmets. Because the “posture of the gathering suggested that it would become violent,” the bureau said officers moved in to the park and seized shields to “lower the likelihood that members of the gathering would use the shields to protect those intent on committing crimes such as throwing objects at police.”

A silver Subaru sedan, marked with a red cross, signaling it was being used as an amateur medic transport, was spotted driving dangerously in the area and officers conducted a vehicle stop. A loaded handgun was found inside, and the driver was cited for driving uninsured and without a seat belt and failing to signal a turn. The investigation into the firearm is ongoing.


The Portland Police Bureau said those arrested were armed with knives and "OC" spray.



Police arrested some in the crowd who interfered while they were “performing their lawful duties,” and officers then disengaged from the park, despite being pelted with water bottles, the bureau said in a press release. Officers warned the crowd via loudspeaker they were still welcome to demonstrate in the park but did not have a permit to march through the street.

Ignoring the warning, the bureau said demonstrators marched toward the offices of the Portland Police Association, which “have been the focus of numerous violent and destructive protests in recent months.”

In the past, police said “individuals operating within large scale demonstrations have burglarized the building, set arson fires, cut the power to the building, broke windows, and caused other destruction. Several of those incidents devolved into riots where officers were forced to deploy tear gas and other munitions to move the violent and destructive crowd away.”

Late Monday, police warned the crowd approaching the police union that the sidewalk in front of the officers was closed and not to block vehicular traffic through North Lombard Street.

The crowd dispersed around 1:30 a.m. and police made 24 arrests, including several wearing heavy body armor with rifle plating and marked with "press" insignia, those carrying a "press" pass, and possessing weapons such as knives and OC spray.



One individual who evaded arrest threw a full-sized baseball at pursuing officers. Those arrested were booked into the Multnomah County Jail on various charges, including interfering with a peace officer, disorderly conduct, escape, menacing, and harassment.

 

The reason there is so much violence coming from the right is because the Racist in Chief promotes. Including now telling his white supremacist supporters to arm themselves and keep Black and Brown people from voting. And they know he will protect them if they kill people.
